Reworked Trade Techs to give more income from trade tariffs and less resources produced.

Reverted Peasant District costs to 4000
Peasant District gives +5 peasants down from +6
Peasant District gives -5% recruit cost down from -10%
Income from Trade tariffs -20% for all Bretonnia factions

Thoughts: The income from trade is very powerful, it essentially snowballs into the late game. This should reduce the income gained slightly.

As for the Peasant districts, even at +5 peasants it allows for a pure peasant campaign so I think +6 was just too much. The increase to 5000 construction cost was when I realised that, but I think this makes more sense.

Removed +4 melee attack buff to battle pilgrims from the Enchantress Tower (this effect is unique to the Fay)
Enchantress tower gives +5 peasants down from +8
Autonomous collective gives +8 peasants down from +10
