Royal Chapter Barracks (Tier III) no longer gives Special Royal Men-at-Arms cap

Thoughts: In the late campaign, the amount of Royal Men-at-Arms you can get is probably a little too high, so this is just to reduce that slightly. You can still gain quite a lot of them if you invest into it (i.e. Lord Skills, Tier VI Barracks/Guilds and technology)
