Mechanical:
-The bonuses to make volunteers work will be removed when you go to war with the NCR, since incredible cheese is possible otherwise.
-The market/trading decisions are properly cancelled once you complete Torni or Llwyd's reforms, and will be hidden after that point.
-Disabled the vanilla decision to spawn paladins, now that I maintain that file. LHE has an identical decision the AI will also use.

Loc:
-Removed erroneous % signs for A Balanced Council, as Maxsonian and Rhombian bonuses are decimal values, but not percentages. 0.33 of those is actually a lot!
--Press laws that are intended to be changeable (i.e., everyone but the Troika's) aren't due to some issue I can't pin down. In the meantime, references to press laws being switchable has been removed.
-Fixed typo in explain tooltip for consider aid event, and hopefully fixed the target chapter's name not appearing.
-Updated The Village's investigation text. The Ghouls have a nice little cave life now.

TROIKA AND RECONSTRUCTION UPDATE:
-The troika finally have their own path in Lost Hills! Flirt with their power for a quicker way to be rid of your rivals... or embrace it and rewrite every chapter leader's pascalbytes.
-New foci deal with what kind of Brotherhood you are. Will the other chapters be annexed? Or will you build them up to fight alongside you?
-Reconstruction is in full swing! Finally put the inefficiencies of a Chapter's economy behind you, and wrestle with the inefficiencies of the Bear! Maybe give them a free press while you're at it? And the followers back... please?

-Added the "Rounding Up Criminals" event to round out the set.
-Minor adjustments to SRG, including carrying over all BoS advisors as intended, and a few flavor events

-Implemented pretty much every change in today's update to vanilla lost hills, which was (mostly) just cut focus times at the top of the tree and in chapter interactions. But hey, 10 free political power from each chapter, too! One or two other bonuses, like water from Project Purity and a tech credit from the Midwest.
-Misc bugfixes like:
-Leaving Our Bunkers event having wrong text ("AD VICTORIAM!" is now proudly displayed)
-When choosing occupation law randomly, Troika now needs >20% support to be an option, as was always intended.

-Patch for Winter update in OWB. The mod should function correctly again, but please report any issues you might encounter.

-SRG Expanded: Massive additions and rewrites to the Steel Rangers focus tree. There's more I want to do here, especially in terms of events and direct interaction with the NCR, but it'll go on the back burner probably til the new year.

-Purity: I finally took a look at doing something to Commitment to Purity. Now, there's a couple new foci available when your gearing up to fight the NCR, giving additional army leader levels and special forces capacity, as well as either nudging you to use robots for your garrisons or flying a bunch of volunteers in from all the other chapters.

Basically, purity lets you address the manpower crunch from either side: Taking the territory, or holding it.

I'm not sure yet how good the volunteers thing will be, so robots may get buffed.

-More Politics: Added a set of foci for the Reformers once you've unlocked the ability for them to join the Council. It should cut down a bit on how annoying the tag switch can be, or should serve as a cool bonus if you're doing the "NCR sucks" edition of the Reformers.

-Even More Politics: A placeholder foci for the Troika is in. They're pretty complicated so it may be some time before they get their own foci. Quite possibly it'll be a mini-tree for the Steel Plague, and there's already a bunch of supporting events in the Expeditions and occupation to flesh them out a bit. (Fun fact, did you know there's a special event if the troika are in power and you get Washington's help for Alaska? Pretty sick in MP!)

-Fix for airbases decision accidentally sending an attache to the NCR. As an aside... surprise! I'm exploring changes to the Steel Rangers.

-New interactions with Maxson Chapter to help turn the tide of their northern wars.
-Event rewrites as part of a move to more stories for the chapter.
-Additional events relating to war with and occupation of the NCR.
-New foci relating to adopting the Lyons model for the Brotherhood
-Bugfixes for a couple foci and decisions

-Added unlock tooltips on foci that didn't mention they unlock decisions (The Scribes and New Expeditions)

-Changed localisation to tell you The Scribes and The Knights unlock support companies, just in case somebody's not played them before.

-Fixed begin R&D decision deducting 20 army xp twice, once when you take the decision and again when the focus completes. Now just takes 20 at the beginning.

-Fixed Send Advisors to the Mojave checking for more than two paladins when it only requires two.
