Major bugfix for "Those Evil Tin Cans!" not being removed. Note that if somehow I missed a bypass on a focus that modifies the national spirit, it will break again.

Changes to some foci to make them more attractive than their originals.
-Caps gives +10% Resources to Market (enjoy, multiplayer players! Singleplayer peeps - Gold Bullion remains your focus of choice.)
-200 basic weaponry from scavenging focus switched to enforcer equipment
-Commitment to Purity spirit actually given some bonuses related to field fortifications (+2 entrenchment, 5% max planning) Hopefully you won't flip-flop to Rhombians just to avoid this now, eh?

Two new foci related to Shi, "Vertibirds at Dusk" and "Avenging the Fallen", the latter of which is mutually exclusive with "Integrating San Francisco" and allows you to get Vertibird Schematics if Shi chooses a different school.
"Integrating San Francisco" now releases the San Francisco Chapter. Due to technical limitations, this will always release them with the BoS puppet tree. If they become independent (or you release them first), they should get their original tree back. That's probably desirable if they were Intellectuals before they died.

Bugfix til the OWB devs get to it / zusk declares it not a bug (I waited 5 extra days just to post this update): +10% Special Forces Capacity added to Lost Hills to address the maximum capacity of 4(technically 6)% due to Brotherhood wage laws not giving cap and Lost Hills not having anything to give it instead.

Changed trigger for event about bunkered divisions to be fired by focus that gives claims on the NCR.

The Bunker side of preparing for the NCR-Brotherhood War now also requires infantry equipment. This will spawn divisions in those states rather than simply eating ~1500 Manpower once the war breaks out. This is subject to change should it turn out to be unpopular, but Arming New Recruits + one focus pays two thirds of it already, and hey, 12 divisions!
