- Fixed Icon bug with Amphibious Tanks (thanks memez)
- Moved the Japanese Inter-service Rivalry into the Balance of Power Mechanic, code from Chezloc from mod 'PMFU'
- Italian decision forcing them into the war now will also cancel if at war with the UK and not just France
- Officer Training now gets 3 options to pick which trait you get instead of a 33% random change of getting one, but it costs 2 years to do.
- Added 20 Hungarian Focus Icons from mod 'Vanilla GFX & Aesthetic Overhaul'
- Fixed a bug where Yugo had access to the tank sharing decisions, but not the tank sharing decisions category, preventing them from doing German Tank sharing
- Added the Panzer 2, Luchs, and Tiger 2 to Tank sharing
- Samurai Tactics base trigger chance 6 -> 4 to line up with other tactics (samurai legacy stuff still increases it)
- Samurai Tactics Attacker attack stats increase 50 -> 30
- Samurai Tactics Defender attack stats increase 45 -> 15

- Fixed a bug where Poland was unable to do Agrarian Reform if they got the Peasent Strike debuff
- Added a new option when Vichy asks for its land back to have the Germans tell Vichy they need to do it again later. Vichy then gets a decision they can click to re-send the event to Germany at a later date.
- Furthermore, the option to not give back Vichy its land no longer causes them to unify with Free France
- Modified the event that happens at the start of the game to also display the state of the game rules so everyone knows what they are set to. (Idea taken from PMFU)

AG Batallions:
- Added a new Game Rule that will make it so Assault Guns are only useable as Support Companies. This can be toggled on or off before game start.

Additional change:
- Support Company AG's require double the amount of AG's, and have had their terrain modifiers halved.
- Small gun 1/2/3 have had their Soft Attack and Hard Attack swapped so their Hard Attack is higher than their Soft Attack

General Changes:
- SHBB Are now split into their own category internally, so they correctly cost 8 Cap now. You will notice new icons for them as well
- The Naval GUI telling you how many screens you need now takes into account the Fleet Protector bonus to screening
- Netherlands now has a pair of decisions to swap their capital between the Netherlands and Java to fix supply and trade issues often seen with them
- Fixed portraits/icons/localization for ENG_stewart_menzies, ENG_alan_turing, SOV_invade_germany_idea, SOV_new_officers, Medium TD Gun Category, USA_james_byrne
- Artillery Designer now works for Pack AT
- You are now prevented from making a Heavy SPAA tank, as there is no batallion to use it so it couldn't be used.

Soviet Changes:
- Soviet Stavka focus requirements going from: March 1942 OR Order 270 to Order 270 OR (After Feb 1 1942 AND not at war with Germany) OR March 1943.
- Soviet Tank Rider focus requirements going from no requirements (Stavka was a prereq though) to Order 270 OR (After Feb 1 1942 AND not at war with Germany) OR JAN 1944.

The above 2 changes are due to an oversight where the goal of punishing 42 barbs meant a soviets that held through the first winter even at the river line would get much stronger than anticipated. These changes will slow out those updates so a soviets that is already ahead doesn't get further ahead too quickly. Note that Zhukov and the Soviet Depoliticize Industry focuses don't have any added prereqs beyond what Stavka gets, that way you aren't locked out of updating your build too long.

Air Define changes to help get cas flying in yellow air:
- COMBAT_MULTIPLANE_CAP = 3 -> 2.5 -- How many planes can shoot at each plane on other side ( if there are 100 planes we are attacking COMBAT_MULTIPLANE_CAP * 100 of our planes can shoot )

Miscellaneous:
- If the allies deny the Sudetenland Hungary can now access their Turan if the Cezchs have capped
- If the allies deny the Sudetenland Germany can now still do Molotov and Second Vienna award
- Removed the 5% increased bomb vulnerability from each concentrated industry
- Added 5% dockyard output to each dispersed industry tech
- If France is a player but Germany and Italy are AI (AKA in singleplayer) France can now access 2 decisions that will show the Free France or spawn Vichy for testing and experimentation purposes
- Added 1 suppression to all tanks to fix France getting tanks selected for garrisons. Move garrisons up in the queue as well for nations with them that might take a lot of territory to hopefully make the garrisons get picked automatically
- Moved the 8 buildings slots from Mongolian Collectivization to Dornod since they were over cap in the original state anyway
- Poland can no longer improve their Spy Agency until they have capitulated, to prevent them from stacking counter Intel to prevent german collabs
- Gui for Resources moved further to the right to make room for nuke icon, and host tool moved to the right for the host to make space. Also tried getting the Strat Bombing Gui to show up over the alerts but couldn't get it working right
- Fixed a bug where you could do both Voroshilov and Blukhyr in the semi-historical paths

Navy:
- Cruiser Subs removed. Nations who got it through focus received a compensatory additional research bonus for Submarines
- At 100% screening, Convoys gain a 30% retreat speed bonus
- USA Death to Subs propaganda now grants 30% Sub detection factor instead of 25% detection
- USA Death to Subs propaganda Convoy Escort Efficiency 25 -> 30%

Strat Bombers should be able to do more damage to kill regular factories, while Refineries should be more resilient. Initial testing suggests Refineries should be twice as hard to hit, and factories should be many times easier to hit.

Additionally, Fighters should be doing more damage attacking and killing each other, but lose a bit less to accidents. This will help a bit with plane bloat later in the game.

Carriers have a slight buff to their damage in battles to make them better.

Navy Changes:
- NAVAL_STRIKE_CARRIER_MULTIPLIER = 1 -> 1.5 -- damage bonus when planes are in naval combat where their carrier is present (and can thus sortie faster and more effectively)
- Cruiser Armor now grants 10/20/30/40% Torpedo Damage Reduction
- Cruiser Armor now grants 5/10/15/20% Torpedo Crit Chance Reduction
- CARRIER_HOURS_DELAY_AFTER_EACH_COMBAT = 8 -> 6 -- how often carrier planes do battle inside naval combat
- Lowered the damage of the light cruiser guns from 5/10/15/20 to 3/6/9/12
- Added .25 piercing to the light guns (Destroyer main gun or the thing you can put in the top row on ships that gives Light Attack) (This will make dedicated Light Attack cruisers suffer a bit less against their torpedo cruiser counterparts)

Other Changes:
- Lowered Heavy Water Raid requirements from 50% to 30% resistance and network strength from 50% to 40%
- Border Wars removed from blocking Soviet Marshals
- Bluchr semi-historical path now mutually exclusive, but grants the same doctrine as Shaposhnikov. Also grants an extra 5% org loss when moving and 5% army attack speed factor (will be more changes in the future)
- Border War win will now grant 100% cost reduction on land doctrine instead of 50% for both Japan and the Soviets, and if soviets win they get a 25% armor bonus (Japan already gets a 100% bonus from winning)
