### Major Features
- Added a new focus tree for the Patrolmen!
- Added a new focus tree for the Bayou Motors!
- Added a new focus tree for the Gator Maws!
- Removed, consolidated, or merged over 25 naval technologies, and made many navy techs available significantly earlier. Several naval modules are now unlocked through Engineering or Support techs.


### Added
- Added opinion modifiers between NCR and Legion faction members.
- Added a decision to the Order to integrate Belden after their wargoals.
- Added namelists for Lanius’s Cohort and Nuevo Aztlán.
- Added 11 events between Republic of the Rio Grande and various nations in the Mexico region, when Guerra leads the Republic.
- Added ATA schematics, every nation that prior to this straight up got the ATA tech now gets the schematics and has to research it (except for Sons of Hayman).
- Added a mission that makes Lanius declare war upon Painted Rock if he is in a forever war with Chained Choir.

- Added a missing naval advisor in RRG meant to be unlocked via focus.

### Removed
- Removed several remaining unneeded code/loc references to the Snowmads and Mad Trains.

### Technical Changes
- Duplicate entries have been cleared from the namelist file, reducing its size by almost 50%.
- Converted hardcoded state and province renamings, intelligence agencies, and characters into loc.
- Integrated numerous create_country_leader, create_corps_commander and create_field_marshal effects into the character system.
- Script for assigning puppet leader and cosmetic tags has been significantly optimized.
- research_advisor has been renamed to theorist in code to function with base game ui elements.
- The AI will now prioritize spending XP on upgrading templates over obtaining XP-based land doctrine buffs slightly more often.
- Many changes to Texas, NCR, and Mexico AIs to allow for more consistent wars and less suicidal pushes.
