Removed ability to recall volunteers during the war as it leads to expoitation in case your units were not doing well (what a surprise).

Ideas

  • Fixed Military Branch of National Ideas not adding a Command Power Increase
  • "Militarized Schools" will now properly apply to Divisions
  • Fixed a bug with National Ideas

Buildings
  • Reduced cost of a Nuclear Reactor by roughly 30% (24000 instead of 32400)
  • Increased cost of the first level bunker to 1000 (up 100%)

Localisation
  • Renamed more ideas to be inline with a general naming scheme

Readded the ability to release your puppet for Political Power.

Reworked National Ideas.

  • Removed "Expansion" Branch
  • Renamed the available branches to "Civilian", "Military" and "Political"
  • Changed the effects of almost all ideas
  • Changed the names and descriptions of the individual ideas

Defines
  • Lowered terrain modifiers on armies (as the penalties were sometimes excessive)
  • Lowered the maximum amount of civilian factories on a construction to 5

Removing Buildings
  • You can now only remove a type of building every 30 days regardless of being at war or not

Map
  • Added one state to France (split Paris along the Seine River)

Decisions
  • Fixed integration decisions of former german states
  • Removed Iberian Union as a formable
  • Removed Commission Military Academy
  • Removed Allow Construction Battalions
  • "Public Works" will now only be available to Nations with less than 15 civilian factories
  • Increased used civilian factories for "Housing Program" to 8
  • Added a decision that allows Britain to increase AI France's chance to form a Franco-British Union
  • Added "Recruitment Program" which temporarily decreases the cost of recruitig new military leaders by 50%

National Focus
  • Fixed a bug in various focus trees where a synthetic refinery would not be built (they do now)
  • The Atlantikwall focus can now be taken when you're at war with the UK and the USA

Units
  • Reduced resource usage of Super Heavy Armour II and Super Heavy Battery II (was too excessive)
  • Reduced cost of the Transport Plane to 60 (from 90)
  • Made Paratroopers more effective at their job

Localisation
  • Some decisions now have convenient capitalization

Removed speeches (there is a DLC for that now).
Removed additional songs to reduce mod size.

Removed peace decisions.

Added a new, GUI-based system of sueing for peace which doesn't inflate your decision count and works better with factions.

Updated Equipment Icons to the latest version.

Ideas

  • "Construction Battalions" now only grants +5% construction speed to buildings (to make it less overpowered)
  • "Construction Battalions" will now deduct a fixed 0,50% of your conscription law instead of a scaling 20%

National Focus
  • Doubled AI values for political/colonial focusses for the UK (means they will be more likely to pick a focus in those areas instead of the industrial branch which should prevent situations where the UK has not completed a single political/colonial focus by 1940)

Units
  • Maintenance Company now provides a 4% equipment capture factor and an additional 2% per researched tech (10% in total, previously 20%)

Database
  • Removed an unnecessary file
  • Removed the old peace system that worked via decisions
  • Added a new, GUI-based peace mechanic

National Focus

  • "Atlantikwall" will now build forts in Holstein as intended
  • "Ally with the Silver Shirts" no longer requires you to not have completed "Neutrality Act" or "Limited Intervention"
  • "Union Representation Act" no longer requires you to not have completed "Neutrality Act" or "Limited Intervention"
  • Added "The American Industrial Powerhouse" has been added to the USA, adding tons of building slots in all controlled core states (focus on the east coast) (1)
  • "War Powers Act" (USA) now allows the justification of wargoals on nations with the same ideology

Decisions
  • Disabled decisions that allowed you to establish penal battalions or a secret police in an effort to uncluster the available decisions
  • "Food Rationing" now has increased requirements in terms of stability and war support
  • "Food Rationing" will now act like "War Bonds" and increase in price and impact on stability (as opposed to war support)
  • "Speak to the Troops" now has a cooldown of 360 days
  • Disabled decisions that give additional manpower in an effort to lower the overall manpower available
  • "Public Works" is no longer limited to one factory per state (can build multiple as long as there are enough factory slots)
  • "Speak to the Troops" now only grants 5% war support and no more direct army buffs and costs only 50 PP
  • "Hold National Parade" now costs 100 PP instead of 150 PP
  • "Victory Gardens" now costs 100 PP instead of 150 PP as well
  • Disabled a few useless decisions (f.e. "Foregin Arms Exports" for Czechoslovakia and Sweden)
  • Bypassing the Legislature will now deduct 10% stability for every democratic nation that is not the US (when used)

AI
  • Experimented a bit with AI willingness to go back to Civilian Economy/Low Economic Mobilization (should work now?)
  • AI now needs more manpower in reserve in order to increase the usage of construction battalions (as decision)

Database
  • Polish leader at game start has gotten a new portrait
  • Updated EAI to the latest version
  • Disabled Partisan Riseups in anticipation of the new resistance system (cleaning up the mod to make it easier once LaR is released)
  • Cleaned up mod files to prepare for LaR (no effect on features)

Equipment
  • Improved armour (Battleships, Battlecruisers) now increases the speed penalty
  • Speed of light engines has been slightly reduced

Exhaustion

  • Exhaustion will now be gained on exactly every 1000 days instead of every 1001 days

Localisation
  • Expanded the tooltip for Exhaustion to feature a bit more info on how it works

(1) This focus is to simulate the massive economy the US had at the end of the war. In order to make it a late game focus it can only be selected after completing "Scientist Haven" and having researched Concentrated/Dispersed Industry 5.

National Focus

  • "Depose Hitler" will now, finally, punish you further with the payment of mefo bills if they have not been paid yet
  • "Disjointed Government" (Germany) will now last until you revive the Kaiserreich or go with the Monarchy Compromise
  • "Improve National Spirit" now has the proper requirements
  • "Industrialize Society" (India) now requires you to have at least 100 factories (instead of 75)

Decisions
  • "Finance Public News Offices" now lasts 70 days (previously 350) and gives 10% stability, also costs more PP/day, re enabling time has been increased to 1 year (to prevent spamming)
  • "Finance Public News Offices" is no longer available to democracies (name has also been changed)
  • Added "Reintegrate Memel" (was forgotten previously)

Traits
  • Reduced "Spotter" Trait (Navy) XP requirement to 150

Ideas
  • "Bureau of Ships" (USA) will now grant +20% refitting speed on ships
  • "Fan Prussian Militarism" will now modify "National Revitalization" by 0.05 army XP gain instead of 0.5 conscription
  • The Soviet Union now gains a temporary 20% construction boost on military factories when completing the related focus

Scripted GUI
  • You can no longer demand states from puppet states

Technologies
  • The conversion branch (industry) will now increase ship refitting speed by 10% each (instead of 20%)

Localisation
  • Rewrote event texts when deposing Hitler to something more objective and realistic (less inspired by Mosleys speeches)

  • Adjusted GUI texts according to changes mentioned above
