  • Forming the European Union will now core all french and german states properly
  • Disabled two formable nations due to historical unfoundedness (?)
  • Split "Reintegate German Territories" into several decisions for all individual territories (2)
  • Formable decisions may now cost political power and take some time to core the states (2)
  • If you lose control over a to-be-cored state the formable decision will cancel (you can retry it)

Localisation
  • Removed naming for a soviet light tank destroyer as another vehicle had the same name

GFX
  • Von Mackensen got himself a new potrait by the usual suspect

Defines
  • Lowered base refitting cost to 2% (from 20%) (1)

Database
  • Removed unnecessary technical stuff

(1) Consider this the cost of basic maintenance and removals of existing parts that need to be done in order to access the actually upgraded parts.

(2) Basically forming new nations shouldn't just be matter of clicking a button while controlling certain states so depending on the feasibility of a certain formable nation (European Union and Roman Empire 2.0 f.e.) will take a lot of time and political power to realize.
Also makes you think long-term about forming a new nation instead of just "oh I need that one province so I can click a button and gain tons of everything, then I won't bother with that province anymore".

National Focus

  • Doubled the priority for industrial focusses for the Czech AI
  • "Lessons of War" will now require to have "Officers Purged" run its entire course (no longer prematurely removable national spirit)

Decisions
  • Fixed 2 speeches not playing
  • Changed some effects of speeches
  • Effects will now follow a certain pattern, just like pricing (f.e. 25 for stuff that has happened, higher costs for proclamations and other speeches)
  • Unified and generally lowered the effects of speeches
  • Executing scorched earth tactics in the baltics will now properly damage infrastructure in all states
  • Disabled "Hire Railway Companies" as it is way too random to ever be effective
  • Disabled soviet "Expand industry" and "special reserve training" decisions because they overbuffed the Soviet Union
  • Completely removed the cost for building a new government building (subtracted 20 PP from the gained PP though)

Ideas
  • "Volksgemeinschaft" will now grant only grant +0.01 of fascist drift (previously +0.03)
  • "Collectivist Propaganda" will now grant +0.01 of communist drift
  • All soviet ideas that have to do with research now get the same research speed increases as everyone else
  • "Production Effort" will now grant a permanent +10% to the production efficiency cap instead of a temporary +25% factory production bonus

Exhaustion
  • Exhaustion will now increase every 1000 days
  • Lowered Ideology Drift Defence penalty of all stages

Buildings
  • Forts now have a base cost of 500 and with each level the price goes up by another 500 (up to 5000 max)

Autonomous States
  • Units will no longer be deployed to the Overlord when spawning them (can still be requested)

Traits
  • Increased naval terrain traits cost to 500 (from 100 previously)
  • Increased costs for all traits to at least half of their original value (depends on how easy you can gain a certain trait)

Localisation
  • Adjusted tooltips regarding previous changes to Exhaustion
  • Fixed a spelling error
  • Fixed a missing description of a national focus

Updated to 1.8.1.

Note:
The launcher checks the description file of a mod to tell whether its compatible with a certain version of the game, not the files themselves.
I could take a mod from version 1.5, write "1.8.1" into the mod file and it wouldn't work despite the launcher not showing that its incompatible.
In this case every mod updated to 1.7.1 will work flawlessly with 1.8.0 and 1.8.1, despite the launcher telling you the opposite.

National Focus

  • "Lessons of War" (Soviet Union) can now be selected only after 1942 OR (after) having a war

AI
  • The AI is now more reluctant to take the Purge Focus (Soviet Union) at game start

Defines
  • Exhaustion will now increase every 500 points (instead of 365)
  • Exhaustion is now capped at 5000 instead of 3650

Localisation
  • Adjusted the tooltip of Exhaustion when hovering over the counter

National Focus

  • Added "The Leonidas Squadron" focus for Germany, allowing Kamikaze missions
  • Revised and increased the requirements for the "Endsieg" focus to be taken
  • Re-arranged some focusses due to lack of space in the german tree
  • Yugoslavia can no longer join any factions via focus when a subject
  • Canada can no longer take some fascist focus when Britain has enforced loyalty
  • Japans "Cast the die" focus now properly releases puppets
  • Fixed "Pact of Steel" for other ideologies
  • German focusses related to Yugoslavia can now be bypassed when at war with them
  • "End the Monarchies" (USA) now targets other countries (Holland, Romania, Italy, Yugoslavia) as well
  • Japanese naval focusses mutual exclusvity has been changed slightly

Events
  • Germany will now control the proper states when Vichy France is formed

Decisions
  • Limiting or extending work hours now properly re enables after previous actions have run its course

Defines
  • Reverted aggression value for Heavy vs Light guns on ships (shouldn't make much of a difference)

Equipment
  • Heavy and Medium Batteries will now deal half of their heavy attack damage as light attack in addition to their heavy attack
  • Slightly increased heavy attack on medium guns

Traits
  • Raised requirement for Ironside trait to 100 XP
  • Ironside will now be earned while commanding OR fighting capital ships
  • Slightly lowered costs for other naval traits (Superior Tactician, Blockade Runner, Seawolf, Air Controller)

Changes to the Soviet national focus tree.

Updated Expert AI to the latest version (which now includes a Border Avoidance System).

Updated Equipment Icons to the latest version.


Developers Note:
Previously only Germany had seen significant changes to its focus tree which put it into a more powerful position than before.
Now the soviets will get an equal treatment as their tree won't change for a while.
The design goal of the changes are not an all out new tree, but instead something that 'restores' the balance and gives some choices.

GFX

  • Boris III got himself a new portrait made by the usual suspect

Defines
  • Reduced basic unit attrition by 50% to 0.01

Ideas
  • "Hitler Youth" will now grant 10% War Support as well

Decisions
  • "Housing Program" now lasts 180 days instead of 120


Buildings
  • Removed per level extra costs from air and naval bases

National Focus
  • Soviets will now get lowered exhaustion for 5 instead of 3 years
  • Reduced duration of "Anti-X diplomacy" by 33%
  • "Improve Railway Network" now instantly builds 2 infrastructure across 8 states, prioritizing states east of the urals
  • Added several industry-related focusses to the soviet union to allow for a faster buildup
  • Changed a few existing focusses, check for yourself

AI
  • Due to changed the changed focus tree of the Soviet Union AI picks of focusses have been adjusted
  • More fixes and adjustments to the AIs mobilization logic

Localisation
  • Removed some lines that referenced disabled mechanics

Disabled the ability to core territory. The system is still there but has been deactivated for the time being because of balance issues.
Countries like Germany, Japan and the Soviet Union could easily abuse this system in the early game (as they both can get large amounts of PP, Germany gets Czechoslovakia and Japan can overrun China).
Also it is a double feature in some instances as the United States, Mexico and other countries have other ways of getting cores on reasonably historical territories.
Claiming territory is still possible as before.

National Focus

  • Removed popularity requirements for some german focusses
  • "Gleichschaltung" will now add a 0.03 fascism drift to the "Volksgemeinschaft" idea
  • Added "General Staff" as another late game focus which will slightly improve upon the already existing national spirit

Interface
  • What is currently called Justification Power in the state view is now always visible

Decisions
  • "Adress Industrial Workers" now grants +2% stability instead of a temporary boost to factory output
  • The speech giving Germany a 25% research bonus to electronical stuff has been reduced to 10%
  • "Construct New Government Building" now takes 90 days with a 90 day reenabling time

Defines
  • Slowed factory repair to 1/3 of the original value

Ideas
  • Added "General Staff 2" for Germany
  • Added "Volksgemeinschaft 2" (also for Germany)

  • "Anschluss" has been rearranged to the "Demand Slovenia" branch as its first focus
  • Added 6 focusses to Germany to develop the domestic policies (sub branch to rhineland)

Ideas
  • Added several ideas to Germany that can be obtained through the new branch of domestic policies

Defines
  • There will now be a base attrition of 2% which means that occasionally stuff will break
  • Weather can heavily amplify this attrition (among the worst offenders: snow and mud)

Units
  • Field Hospitals, Logistic Companies and Signal Companies now consume fuel

Database
  • Unified some decision files

Decisions
  • Added "Arrest Pacifists" which allows you to "trade" 10 Stability for 10 War Support (not available for democracies)
  • "Special Reserve Training" (SOV) now lasts 720 days (twice as long as before)
  • Added "Construct New Government Building" which grants some political power in exchange for 4 civilian factories being used for 120 days
  • "Housing Program" and "Construct New Government Building" now require you to have at least 6 or 4 civlian factories available respectively
  • Changed soviet priorities on some specific decisions
  • Removed "X Doctrine Experiments" because you can now spend XP directly on researching them
  • Moved decisions from "Military Development" to other categories to remove similiar categories all together
  • Changed requirements for "Recruit (Ideology) Partisans" so it now requires some minor party popularity
  • "Deploy Penal/Barrier Battalions" now costs 0.2 CP daily

GFX
  • The third stage of "Heeresversuchsanstalt" now has a different icon

Developers Note:
From now on I can no longer guarantee as regular updates as over the past few months.
There will be updates and I will try to publish them as fast as I can but it might take a few days longer than usual.

National Focus

  • The AI will now pick some remaining focusses after theyve done their priorities (f.e. soviet "New Soviet Man" focus)
  • "War with the USSR" (GER) will no longer be available when the Molotov-Ribbentrop Pact is active
  • "War with the USSR" (GER) now adds 10 World tension (if that mattered anyway)

Buildings
  • Lowered cost of forts to 1000 (initial, level 1) and 500 (level 2 and above)

GFX

Traits
  • Lowered naval terrain traits XP requirement to 100
  • Slightly increased naval trait XP requirements again

Decisions
  • Adjusted AI values for all decisions (again)
  • "Extend work hours" will now only be visible when world tension exceeds 30% or when you're at war
  • Lowered cost for campaigning for different ideologies
  • Lowered ideology drift effects for recruiting communist/fascist partisans and other decisions
  • Changed more icons to be more in line with other decisions of the same type
