- Renames all Outsider's Mid Section to not conflict with vanilla or other mods that may change them like NSC.

- Fixes empire not being able to progress into Delta if they acquire Dark Matter via other means not from Dark Design.

- Fixes Delta Cruiser not having correct component loadout (AGAIN)

- Phanon Corps Terraformation Service is now a lot more expensive in terms of energy. Only final tier can be used to terraform advanced planet classes.

- Fix some wrong texts on thrusters and components.

- SR Thrusters/Power Core/Shields have incorrect references.

- Fixes Delta Event checking for the above invalid tech, and no longer needs to have the SR Reactor to prevent rare cases where you complete it without having the SR Reactor somehow.

- I actually forgot to write the descriptions about the Herc Shield Life Mechanics into the Herc Reactor Description itself. (But the mechanic does work, you just won’t know about it if you don’t know about it)

- FEs don’t actually awaken when Cetana arrives because I am an idiot and forgot to hook the events. This is fixed.

- Fixes missing icons.

- Each FE now re calibrates their sensors at different points in time.

- Fixes being unable to hire Curators due to derp.

- Phi Energy Torpedoes requires correct tech.

- Fixes more issues with Delta/Phi Cruiser Section.

- Removes changes to influence/Dark Matter as they do not actually work and generates dupli-kates.

- Fixes Runic Precursor Tech not actually being researchable after you meet all the criterias.

- Adds better compatibility with other mods that adds their own Fallen Empires, only vanilla FEs will get the new FE starbases.
