-Overhauled the dialog for rebuilding the Hub under the Shek Kingdom, courtesy of Allusernamesaretaken1234.
-Cleaned up the Shek versions of the Hub a little bit, using some tactical building swaps to delete squatter items after their buildings have normal residents. Removed trash spawns.
-Boosted the Hub's no-foliage range slightly, to delete the trees inside buildings.

Changed relations between some factions to make them less likely to kill each other when they are inhabiting towns together or reinforcing the player at the same time.

-Added coexistance and relations between Shek Kingdom and Holy Nation Outlaws.
-Added coexistance between Rebel Farmers/Swordsmen and the Shek/Flotsam.

-Fixed an issue that could incorrectly cause cannibal camps to appear in the Great Desert in certain circumstances.

-Additional world state changes to Okran's Shield, to stop it from changing hands when it shouldn't, and to allow it to switch factions multiple times if the faction that takes it is later killed.

-New world states allowing the player to push the Fogmen out of the conquered HN
-New overrides allowing the Shek Kingdom and Flotsam Ninjas to retake the Holy Military bases.
-New Fogmen bosses at the Holy Military Bases, alongside new a new elite fog heavies. Equipped with old HN gear they looted from the bases, and with higher skill than your average fogmen.
