Hotfix: Separatist Holdouts filters should now work in Reconquest of the Rim

Patch (save compatible)

- Reconquest of the Rim updated with new heroes for the Empire and playable Separatists Holdouts
- Additional heroes for CSA (Jona Grumby (Navy) buildable at Eriadu, Milo Phineas (Starfighter) buildable at Naboo)
- Venator complement reduced to approximately 228 starfighters for most versions, reducing its build cost and tactical population cost accordingly
- Doubled the rate at which admin costs come into effect (now 30 planets will produce the maximum 60% admin cost, instead of 60 before)
- Arquitens power to lasers autofire should now function correctly
- Minor starting forces changes for Reconquest of the Rim

- Munificent-class Star Frigate added as possible Independent/Rebel/CSA starting forces, and buildable from Muunilinst for Rebels/CSA (Orbital Shipyard 4)
- Fixed bug where ExOs would sometimes not respawn after the income report
- Carracks nerfed:
Turbolasers start at 168 damage down from 192, and cap at 192 damage down from 216. Lasers reduced by 8 damage at each upgrade level. Speed reduced to 3000 G/3500 G/4000 G from 3600 G/4200 G/4800 G.
- Improved Golan placement on Urban Shipyard maps

Patch: (save compatible)

- New "Administration cost" that increases as more planets are captured. Can be reduced with level 3+ space colonies
- New CSA heroes (courtesy of Khellen): Baruche Sloane (Navy, Enarc/Naboo), Orrell Lockerbee (Starfighter, Raxus), OOM-3191 and OOM-22319 (Army, Geonosis)
- Airspeeders reverted to 6 per platoon
- Ground unit tooltips include platoon size
- Vehicle combat power updated to better reflect true strength
- Planets with attack range bonuses have been changed (attack range bonuses did not function as intended)

Minor fixes:
- Various minor bug fixes
- AT-PT flare should be more reliable
- PX-10 self-repair should be quieter
- Warlord faction coded (currently unplayable)
- Seismic charge AoE radius increased by 50%
- Hajen-class Fleet Tender now has a unique icon
- Increased Empire AA turret rate of fire by 66%
- Unplayable Warlords faction added for future content
- Build pad turrets now self-repair slowly
