In terms of tables I believe all you would do would be to create a db under building_effects_junction_tables and then for each column:
Building: wh2_main_hef_settlement_minor_4
Effect: dd_hef_upgrades_splendour_maximum_mod
Effect Scope: building_to_faction_own
Value: 7
Value Damaged: 7
Value Ruined: 7
Based on what Dirty Dan has set up for the Tier 4 Major Settlements.
If you already know how to use RPFM it's two minutes work. If not I would highly recommend, it's relative simple once you get going (for these kind of submods anyway).
