Yes it's intended.
To VFXs work properly, movie pack files are needed. The only thing that changed, it's that the CA launcher can support movie packs now, so, their is no reason to continue using external files (especially following the many problems that people encounter for a proper installation of the mod). Now it works like an usual mod. ;)
according to TWW2 community mod manager, "@mov_cinematic_battle_effects2_dummy.pack" still considered as "movie" file
is it intended ?
