when I attempt to launch hoi3 via the .exe popups come up saying the action cannot be completed because lua51.dll, tbb.dll, and steam_api.dll are all missing. But when I go into my game files they
are all there. I was wondering if there is a specific folder they are supposed to be in or if anyone has any ideas.

do I need to add this to my steam library now? or am I missing an obvious next step? :P

Yep I got that file,question if it in correct directory??
remember that SteamworksNative.dll located in both game and plugins derictory,maybe that steam_api.dll also should be in plugin derictory
....

However seems that file named libsteam_api.dll file missing,this is game library file and seems that is responsible for all missing download data...That file i cant locate for sore..

I can't seem to get the game to launch. Whenever I hit play, it acts like it is going to for a second but doesn't. Whenever I try playing from the main game folder, it says "OpenAl32.dll is missing

because the computer is missing steam_api.dll.

Any ideas for fix - or how to send info to developers?

I've got the same problem, the game did nont start, reinstalled vs redistributable etc but no change, in fact the game was missing some steam DLL (steam_api.dll)

To fix it, simply
start the game directly from the steam directory:

"C:\Program Files (x86)\Steam\steamapps\common\PinballArcade\PinballArcade11.exe"

And voila! the missing dll are automatically extracted and now the

properties and the dll came back and i could start the game again

steam_api.dll. The solution to the problem is this:

• Step 1:
  Navigate to your Star Wars Empire at War folder in steam
  
  This PC//Windows(C:)//Program Files(x86)//Steam//Steam Apps//Common//Star Wars Empire
  at War || Or where you have it installed ||
  
  
• Step 2:
  Open folder "GameData"
  
  
• Step 3:
  Copy steam_api.dll
  
  
• Step 4:
  
  Navigate to your FoC folder
  
  This PC//Windows(C:)//Program Files(x86
