It was missing steam_api.dll. The solution to the problem is this:

• Step 1:
  Navigate to your Star Wars Empire at War folder in steam

• Step 2:
  Open folder "GameData"
  
  
• Step 3:
  Copy steam_api.dll

  Navigate

I'm having major issues running this game on the new M1 MacBook Pros. None of my mods are showing up and there is a "missing steam_api.dll/so/dylib" error... I can't find anything on this issue
