Sounds like the "steam_api.dll" file is missing from the installation folder. Try redownloading the game files.

Inside the game folder there should be 8 elements:

Assets (Folder)
fmod.dll
fmod64.dll
fmodL.dll
fmodL64.dll
RCTClassic.exe
steam_api.dll
steam_appid.txt

If RCTClassic.exe file is missing

remove the steam_api.dll from the game's folder and the game becomes portable/doesn't care if steam is missing.

I'm guessing the
game only checks if it can sync that one naughty file, otherwise, is just continues.

It seems a dll is missing. Do you have a "39dll.dll" in there? Perhaps an Anti-Virus program removed it during install?

DLLs required for the game:

- 39dll.dll
- bartnet.dll
- OpenAL32.dll
