Define "run", it will probably start up but that setup has no chance of running this game at any acceptable level of performance, the minimum specs require 8GB's of VRAM. The minimum also requires a 2070, which is over 50% more powerful than a 1060.
Even if the game does manage to run without constant crashing, you will very low FPS and have constant stutters.

If you don't have the money to splurg, I'd hold off on buying this game, even the recommended requirements require a 3080, which is slightly more powerful than a 4070. Budget PC gamers are not the intended customer for this game apparently, ruling out over 70% of the PC consumer base.

so in other words: the cargo market was modded, the trailer was modded, the map was modded.

why would this be a game fault rather than a user error?

I got stuck here too, but after awhile fiddling with it I realized you have to click on the territory you want to deploy into, and it has to be yours.

So military button up top, choose a template and hit train, then adjust the size you want to make, default was 10k, then when the number is what you want, click inside on of your own territories to spawn the army and begin filling it.
