It's both. You're not supposed to get enough Stegaros in the scouting mission, but EXOR, simply failed to ensure this. So you can either scan the Stegaros in the scouting mission, if you get enough, or you can do the Stegaros nest mission, which will contain enough Stegaros, because the entire map will be filled with it. And in the Stegaros Nest mission, the final voiceline will be told by Ashley, but you'll see Riggs' picture.
