also ive heard there are solutions for error 114 i think it was? can pull those off YT i think
it could also be something as simple as gameguard is being blocked by a firewall OR your ISP.
yes, there have been reports that ISPs are blocking gameguard. if that is the case you can contact your ISP
See if any of this helps.

Devs have stated its a Game Guard issue where it is flagging false positives and doesnt like any other programs running. Only thing I run when I game is MSI Afterburner and I DO have to turn that off sometimes before launching to get in game.
Hope they fix and add that to exceptions because all it does is let me control my fans so I can keep my rig at 74 or lower and keep their noise down.
I forgot to mention, GG has worked as intended at least a few times already and I really wish I knew what and why. What's funny is I can track exactly when and for how long it was working by the long string of error messages that are no doubt from GG since they're all tagged as a kernel-eventtracing. But again those errors in the event viewer are from when I was actively playing the game.
Did you try the rest? I need to do all the steps because like you said just adding it to exceptions or running as admin wasnt enough.
When that workaround does work for me, I also need to shut off MSI afterburner, delete the game guard folder inside the bin folder then right click on the shortcut of exe I have on desktop and tell it to run as administrator.
i have MSI computer too without afterburner installed... never installed it. i dont have any errors with HD2
it sounds like a conflict between GG and afterburner?
if it is, the devs are begging for this info so afterburner can be whitelisted through GG.
do you have MSI afterburner installed?
It is definitely one of the issues. Sometimes I can turn it off and do my workaround on my review and get in, but not always so I cant say its 100% to blame. It is the only thing I ever run when gaming though.
I have contacted them, explained the issue with as much info as possible and linked my review which shows this as the first thing to try if locked out so hopefully they add it soon as it is a really nice tool to keep temps down and fans quiet.
Not sure how buried they are with all the server issues but I still havent received a reply so who knows how long it will take them to see it.
This is what I've experienced, say what you want. It's an open forum for a reason.
All good. We're on the same side in this. In fact, I'm sure if you point out any reported problems that are most certainly not GG related, OP seems pretty chill about it. If it's shown that the issues users are having aren't the result of recently being forced to install GG, I'm 99.99999% certain he'd remove it from his list here.
