This issue just started with the latest patch, about two to three days ago. I did not have this issue in Helldivers 2 before it.
i5-13600K
RTX 4070 Ti
I even dusted it, applied new thermal paste, messed with settings. Nothing. I have way more demanding games that don't get this bad. The weird thing is that it ramps up during menus of any kind, really.
Other graphics intensive game with raytracing, max settings, 144fps, and not a single issue with overheating.
I built my PC in December 2023. My CPU thermal paste is fresh and new. CPU heatsink is Noctua NH-U12S chromax black. I have used it on two different builds and it keeps my CPU cool even under load. Tried and true.
So it isn't just me. I submitted a report here:

I don't know if this is still is good for reporting bugs, but I did so anyway. If more people report it, then they may investigate the issue.
-200+ unit battles in ArmA 3's SOG Praire Fire, maintained 50+ FPS, and dece temps on an engine that really needs to be taken out back and shot.
-Modeled an entire BTG's worth of armor and vehicles (120+) in DCS with accompanying airborne assets in events online, no where near these temps or fan performance.
-Put 100+ hours into Ready or Not, another notoriously poorly optimized game for a time.
-Played quite a bit of GHPC, yet again, poorly optimized and in early access.
-Vermintide 2, same engine, but it doesn't make my fans sound like they're hitting the same operational RPMs as a turbine engine.
At anyrate, it's the software. And honestly? Reporting it directly to them is a lot better than screaming into the abyss that is the Steam forums.
If you do not cap your FPS via GSync-Vsync, your GPU(or CPU) will always try to run at full speed, therefor getting hot. That being said, consider undervolting your CPU in the Bios and your GPU in MSI Afterburner. (only if you know what you do, there are enough tutorials online)
In the end, 80C for this CPU is okay. Not great, but you do not need to worry.
A GPU can run 80C no problem.
I'm sittin here with a rather old 10600k intel cpu, air cooled, and never exceeded 75C, most of the time it sits around 70. And yeah, the cpu is overclocked, but undervolted. Works magic for the temps...
Same for my 3060ti... not the best card, but enough for a stable 60fps (and I mean stable. no stutters or drops) on medium presets with native 1080p resolution. Temps also around 70-75 which is normal.
No FPS limit? I limit my frames via Nvidia Control Panel to 87 to generally counter those problems. For AMD there should a way aswell.
