Report a translation problem
There's a strict ABI (Application Binary Interface) requirement between d3d9.dll and tbfix.dll. It is rare that any two versions not bundled together in tbfix.7z will work together.
For whatever reason your system's running an older d3d9.dll, all I can say is run SKIM64 and uninstall and re-install. Until you get that fixed, it's not going to work.
Okay i'll uninstall clear out the folder and try again.
Thanks! Installing from SKIMM64 did the trick. I was extracting the zip from github. That's why it wasn't working.
I've added DLLs before with no problem. Is there a way to change them back to the proper association. Anyway here are my logs on the matter.

Yeah, doing that is tricky because you have to manage changes to default_*.ini yourself. Nobody does this, that's why I have the installer :)
It looks at the checksum to see if default values have changed and intelligently takes care of all that stuff a lot easier than if I had to explain everything that changed everytime I update the software.
SKIM64's just a little graphical front-end, by the way. It's not installing anything besides the mod. You can, in fact, toss the thing in the recycle bin when you're done with it and just download it from GitHub again if you ever need it.

It looks to me like Steam's not happy and is shutting the game down.
It's a clean application shutdow rather than a crash. Something's closing the game before it creates a render window.
That's what normal startup looks like on a Windows 10 machine. The game doesn't delay load steam_api.dll, that DLL is already loaded when things are working normally.
Still on windows 7 if that's the issue, steam opens the game fine w/o the mod installed.
