I hate motion blur myself, but i'll take a bit of blur over stutter any day.

There's no motion blur effect that does this. The only motion blur the game has is used during cutscenes. This is probably a problem with your monitor.
That's judder, rather than blur. Blur actually fixes judder, so that's usually why 30 FPS games have motion blur filters as a post-processing effect.
