2 issues
I'm finally playing this after buying it forever ago and really enjoying it except for 2 issues.

1, Why are my agents not travelling to the location that I select, they keep stopping midway and I have to select a location 2,3,4 times until they actually travel there.

2, zip lines -it seems very hit and miss in regards to agents falling off of them, is there a skill attached to using zip lines?

on a lesser note what's with the icon defaulting to that red target? I have to double tap right click to use movement.

Not sure about the movement. But there's a key you can hit for making your agents stop, so make sure you're not accidentally hitting that key while they're moving. Or maybe you're unwittingly clicking to order your agents to do something and not just move somewhere? And then something happens that prevents them from doing that thing?

Red target mouse pointer is when you're hovering over something the agents can shoot, and they've got their weapons out. Not sure why it would be default for you, unless your agents have their weapons out and you're 'aiming' at something/someone. Maybe it's also for using a skill or item that needs to be aimed?

Zip lines require either the first level of the Master Thief skill, or the Zip Claw gear. Without either one an agent has a large chance of falling. You can left click on zip lines (and other stuff) to see how likely any of your agents or hijacked units VIP are to succeed. NPCs get 100% nowadays, as if they all have Zip Claws.

Ah, that explains it. I was using WASD to move the camera and W is mapped to target and S is mapped to stop! :)

I see. I never used WASD to move the camera. I used mouse pointer at edge of screen, and then used two keys to turn the camera.

Well, the camera is set to swivel back and forth between two angles, and you can force the camera towards one of those two angles. Not the full 360 degree turn that people have requested before.
