Steam has its own uploading service which you can use either the Steam Overlay, or while looking at the game in your Library, you'll want to click on "VIEW SCREENSHOT LIBRARY" and you can upload images to Steam servers.
At which point, then its possible to do this:

But you need to have -force_mods included in Launch Options, otherwise you'll only see your new 'driver' picture after you select a profile. You can do the same mod for your company logo too.
I pretty much assumed that would have been the case when I bought the game.

Couple topics I found from digging.
It didn't when the Mod Manager was first released, but does now.
Then, v1.19 (was it?) saw SCS implement photographs taken of the beta testers of the game. These photographs are the driver's avatars now. Squirrel is in there somewhere.
