That is partly because of the game itself.
Even high End Systems can have temporarily (huge) fps drops which might get better if the engine gets its "big" update.
SCS Software announced today that they are updating the recommended PC specifications for graphics card, CPU and memory, and also recommend replacing the hard drive with an SSD for noticeable performance improvements. The infographic below shows these changes.
It is worth noting that the equipment requirements have remained almost unchanged since 2012. However, given the improvements in recent and future content for ETS2 and ATS, the developers decided that it was time to update the system requirements. These changes specify the necessary hardware to achieve optimal performance, delivering a stable 30 fps on medium and low settings at 1080p resolution. It is fair to say that previously offered equipment may no longer meet the new standards due to new arrivals and future content. The previously recommended graphics card has not been available for sale for a long time, so it seems logical to update the recommendations to take into account more modern equipment.
ETS2 and ATS will continue to support running on older systems, but the experience may not always match the 30fps standard. In this situation, it is recommended to adjust and possibly further reduce the quality settings in the game to improve performance.
Formally, these changes to the system requirements will take effect when the upcoming update 1.48.5 is released. However, the developers wanted to provide this information in advance and explain the reasons, as they plan to update all game and DLC pages in the Steam store.
Because they were seriously outdated? Hell the 12gb install size hasn't been true for over 6 years now.
At the end of the day the previous minimum and recommended specs haven't been accurate for some time. The real question isn't "why" it's "why didn't they update them sooner"?
