EG: you'll see more timed events like trains at crossings, bridges raising etc.
The other two have nothing to do with frequency.
The "g_lod_factor_parked" control when to display a parked objects (mostly vehicles) based on distance toward you (active camera). Default value "1.0" is great at most situation. Low-specs PC can play with 0.6 to 0.7 to increase frame rate. Lower than 0.5 causing the parked object looks like "popup from nowhere" when camera approaching.
So do the "g_lod_factor_traffic" that control when to display traffic vehicles based on distance toward you (active camera). With large amount of traffic vehicles at one scene, decreasing this value (e.g. "0.7") can help improves frame rate without having weird traffic vehicle's appearances. This value, however helpless in the situation of huge traffic crowd e.g. at intersection due of traffic light or traffic jam on roundabout.
