DLC is also sold in bundles of 2 or 3 DLC maps together at a reduced price.
You do not have to buy all the DLC at the same time, it is never all on sale at the same time, and the newest DLC maps will not be reduced in price for some time after they are released.
Buy the game and only get DLC when it is cheap in the sale, you will still get a lot out of the game if you don't have it all.
When you talk about full bundle, I think you are thinking of the Map Booster https://store.steampowered.com/bundle/5555/Euro_Truck_Simulator_2_Map_Booster/ which at the last sale contained 6 maps, and which as far as I remember at the time cost something between 20 and 25 € on sale?
