What Video card are you running?
I can run everything on max perfectly fine
Some displays are very dull (mostly low cost), no matter what you do, it wont produce a crisp image. You may want to start to experiment with your monitors built in settings e.g. color temperature or?
Some video cards do exactly the same, they just don't want to produce a crisp image.
Ooops, just saw the u-tube thing.
There are many conversions, types and what not that can and will change the image appearance.
Your GTX970 should suffice, my second guess is your monitor, however, I don't understand the exact circumstance....! Where, when, how and so on?
Some people say it is broke, when asked what? Well, it doesn't work!

I'm using this with some other additional mod a friend gave me some time ago
It does make the game look nice for sure
I guess what you're actually talking about is SweetFX / reshade
That changes graphics a lot towards what you describe, but it's external and not a mod as such
While I'm talking about it I might try using it myself someday ^^
