Learn to break wounds.
Target farming is the absolute dumbest use of time you could do in this game. Unless you have built every weapon and armour that uses all the parts of the monster your hunting except one specific bit, it's the least efficient way to farm.
Hell there is even an NPC where you can trade those excess parts in, so you're not even wasting time if you DO need one specific part.
Gore Feelers are only aquired by breaking and carving according to the hunter guide but people get them as target rewards. And if they are in the target rewards, they are most likely in the capture rewards too.
Considering I've seen two Gore tails pop up in quest rewards one time. I don't think they're as important or rare as you think they are.
No offense, but your anecdotal evidence doesn't mean much. So yeah, until there is a proper data mine, your claim is just a claim. There is nothing more to understand.
If you need Materials, that WON'T drop on capture, Kill is better.
