i think it's weapon dependant. a DB user won't care for earplugs because his moveset is fast and he is rarely commited to long animations. something like GS or hammer however can benefit from earplugs if they are climbing animations for those big attacks.
or could i should say.
monsters in world roared more often and would even do so several times in a row (especially at release) and genereally lived longer (and thus roared more in their life-time), so earplugs had more value. but then again, we didn't have deco restrictions then, so slots had more value too.
Truthfully now that perfect dodge mechanics actually exist for bow and dual blades they have it the easiest. That being said I've had the block not work because I was 1 degree off of facing the monster's head when it roared so earplugs would be nice to have be a bit more reasonably " priced "
Honestly I don't even need 3, 2 is sufficient.
The shorter Hunt times in this game have definitely reduced its value greatly.

Only three levels
Only a few monsters require lvl 3
Doesn't seem worth taking for now.
