There isn't really a "best build" because everyone has a different playstyle.
Honestly, I'd recommend constitution first since that will allow you to do more, and then trying burst next.
I usually get survival builds until I'm comfortable in hunts, then I do damage builds once I'm able to dodge/block all attacks.
marathon runner, stamina surge, and the item dash juice. these would be a good idea to invest into for stamina heavy weapons/play styles.
for armor you could use some of the "battle" set or the Rey Dau set for stamina surge
Meanwhile Dual Blades are so all-in on stacking raw, element and sharpness management that they're not even using weakness exploit or crit boost at endgame even though it's good
If you really want to be switching between bow and DBs mid hunt I would just run pieces of guardian rathalos armor for weakness exploit and use 1 or 2 points of adrenaline rush and burst, then ditch it at hr41 for the cookie cutter arkveld chest + 4 piece set bonus of current final monster
Then use the equipment loadouts feature and just use different sets favoring the strengths of the weapon without swapping, DBs and Bow still use the same endgame HR 41 armor mix but the difference is mainly that DBs stack burst while Bow stacks weakness exploit in that set
