It has me concerned that their goal is to sell to the World playerbase, and not the Monster Hunter player base.

Well, Rise is made by a different team entirely. So it's not surprising, while World is the clearly the same team working on Wilds

Every Monster Hunter game pulls from stuff from the previous generation including the portable title of that gen, World made attacks from Generations part of some weapons base movesets for instance. It would be silly not to add attacks from Rise as a lot of them make good sense to include going forward.

"Technically".
Not exactly from Rise.
From what it looks like, most of the moves seems more from Frontier than Rise, but that last guard/block looks more similar to GS's guard tackle than anything I've seen from GS before Rise.

And do note, if it had been more like World, we wouldn't have more moves, we'd be limited to just 2/3 moves for GS: tackle and the charge slashes

The hookwire that they showed off looks neat, like a combination of wirebugs and clutch claw that's less about taking advantage of a gamey mechanic and more like a proper moveset integration. I also would like more information about the new wounding system and how focus mode interacts with it.

It's well known that Rise is the off-shoot, World is "cannon" or whatever. Wilds is part of the cannon line of MH.

No doubt on that.
I feel that if they had done like Generations, where there was a build up and then an unleash, itd still have been better than wirebugs.
Outside of battle, though, I felt it was pretty convenient, climbing walls and getting over big walls
