Usually I just roll with a Leather Armour, or Wanderer's Leather Armour until I play through Honest Hearts and get Joshua's gear.
Not a huge fan of the bulky Ranger gear or power armours.
The OWB Stealth is great, if not annoying to listen to, they should have given the suit more dialogue. OR the Regulator duster from the lonseome drifter
Cant recall what I used in FO3, used alot of energy weapons in that, was probably some energy + heavy armor.
#2. Raider Badlands Armour (female version looks pretty good, but this armour is bad@ss on female raider characters that I modded to not have neon pink hands)

Depends on the type.
The T-51b has no agility loss and it does also block radiation well.
And the helm oddly enough gives +1 charm.
It`s still quite heavy tho, I agree on that.
The old model, T-45d, is indeed worthless. Except for spare parts to repair the new model.
I`ve been walking around alot in the combat armor mark 2. A bit expensive, but it does the job well.
You're right about the T -51b, that being said, while I'm all over the power armour in F3, I shun it in fnv, lots of other great options
