Although any other borderless window application works on New Vegas for a while now.
This does literally nothing when I install it manually or through a mod manager. I get the same worthless bordered immovable window that sticks off the edge of my monitor.
Feeling stupid and irritated. Am I missing something obvious?
Necro'ing a 3-year-old thread is pointless. Likely people will refuse to give you the correct and current answer out of spite.

Install and put your game in windowed mode in the settings before launching

and a general bonus tip for exitting programs that crashed: if you cant see anything but the program you're using and cannot exit it, just ctrl+shift+ESC for task manager. it will open in the background. you may not be able to see it normally, but the alt tab preview screen can actually show you the current selection of the program highlighted in app. so you can use your arrow keys to move there, then just press delete to exit.
