Disabling DLC
I bought the Ultimate Edition and would like to play with most of the DLC enabled except for the weapon/armor packs like tribal, caravan etc.

On the small menu screen before fully launching the game, I select data files and check off everything I want and leave the other ones un-checked. However after launching the game and starting a new character I still get all the weapon/armor packs in my inventory. I'm trying to start the game with just the vanilla equipment. Any ideas??

Go to the game on steam and manage your DLC from there?

Also you could just drop the additional equipment somewhere.

You can disable specific DLC by deleting or renaming the NAM files associated with the DLC. These files are found in Steamapps/common/Fallout New Vegas/Data

To disable the pre-order DLC / Courier's Stash stuff, you need to do this to

-CaravanPack.nam
-ClassicPack.nam
-MercenaryPack.nam
-TribalPack.nam

keep trying, its still a good RPG. Despite the bugs.
and the unfinished stuff
and the imbalances
and the under optimised engine oh hey

get new vegas configurator while you are at it, good system = a lot of grass

On Nexus there is a DLC Delay mod. Should fix most of your issues with DLC but for me Vegas has always bombarded me with DLC pop-ups, actually so did the previous two games in the engine before that, namely Fallout 3 and Oblivion.

If you have Nexus Mod Manager, you could unckeck the DLC in the 'plugins' section, then recheck them once you're later in the game.

If I'm understanding this correctly you've only deleted the 4 NAM files Mauno suggested,
you also need to delete these

DEADMONEY.NAM
HONESTHEARTS.NAM
OLDWORLDBLUES.NAM
LONESOMEROAD.NAM
GUNRUNNERSARSENAL.NAM (though there's not much point in disabling this in game)

These problems exist because Bethesda forced Obsidian to work with outdated tools. They wanted Obsidian to fail, and then come back in and save the day with fallout four. Their plan failed, since FNV is generally considered the best fallout game by most of the fanbase.

Bethesda was being selfish, especially since they already had fallout four in the works and the new engine completed.

They didn't want Obsidian to fail, these were literally the only tools they had. They were developing the Skyrim engine and creation toolset update as Obsidian was working on this game. It is the exact same toolset Bethesda used to make Oblivion and Fallout 3, only they had experience with it, Obsidian didn't and had to figure out a tool that was as terrible as the ones they developed during their careers.
