Will DLC's I did not get off steam but have in my fallout game unlock me achievements
So I don't feel like buying dlcs but if I just download them from somewhere and put them in my game will I still be able to unlock the achievments from them.

First: since New Vegas is a Steam-exclusive game on PC, you just admitted piracy, which would get you banned from the community permanently if we actually had active mods around here.

Second: I think they do. It's a simple line when they are earned, and due to how the engine works, I doubt Steam can determine which ones you have and don't.
Unless they implemented a system that locks out achievements in your profile if it can't find the associated appID in your owned software list. Still, I have never found any indication that they have such a thing, normally they instantly enable additional achievements, probably as an incentive for completionist to get the DLC.

Fallout 4 uses the same modular Elder Scrolls scripting engine Bethesda has been using since the turn of the millennium, so there should be no change in this behaviour. Unless they unlock achievements in some other way than their usual "put a trigger in the quest script" method.

Yeah, GOG where it was only recently released, and that post is from 2015. That's it. These several sites most likely sell nothing more than Steam keys.
