Lake Lurks, Deathclaws, Nightstalkers, Cazzies, Mirelurks are all of the result of some science experiment. Plus judging by the fact that knowing what is a "fish" makes you intelligent, it sounds like most fish aren't so lucky.

Most of the monsters in Fallout NV are based on real Australian wildlife, only toned down because they were considered too horrifying.
OT: Rest of the world is basically screwed. As I and iantjambo pointed out, a few characters in Fallout 3 crossed the Atlantic (have no idea how though, but a lot of Fallout 3 is pretty nonsensical). It's discussed a lot having Fallout take place in another country (mainly Europe) but will never happen. All we have is what little we currently know about them.
