What PC will run FNV better?
My HP Pavilion h8-1234

AMD Six-Core FX-6120 Processor
10GB DDR3 System Memory
Radeon HD 7450 graphics card

OR

Gateway LX-6810-01

Core 2 Quad Q8200
8GB DDR2 800
NVIDIA GeForce GT120 Graphics, 1GB DDR2 Total Video Memory

Because my FNV gets 30 fps or lower on my HP Pavilion.

Neither. The FX series under the 8000 line have massive issues with semi-recent games (2009 and later) that can only use one core (and FO:NV is such a game) – but from 8150 and up they tie with quad-core mid/high Core i5s in this.
And the Core 2 Quad is… no. Just… no. Overpriced, weak, cannot do anything piece of garbage that is bad even for data entry workstations. A lower-end Core i3 is a better choice.

So, the answer is: either an AMD FX 8000 series or AMD A8 series, or Intel Core i3 high-end or Core i5/i7.
As for GPU, anything over 1 GB of DDR4 memory or better. You will also need at least 4 GB RAM, although 6 is recommended, especially if you start using mods. (Or an AMD APU.)

But, i'm just asking which of those two will run Fallout better? Performance wise.
I'm not going to to go out and buy PC parts for my PARENTS' PC.
Then the AMD FX one. That Intel CPU is just waaaaaay too bad.
Both those machines are from the late bronze age, man.

Number two can't even really play it, because of that weaksauce graphics card.

I get half the frames I should on my AMD... D:
Anyway I can fix that? I have TTW, too. I have my graphics on low except my detail is medium, and I have the 4GB Enabler, still half frames, and I can't change the resolution to anything except 1920x1080 and 1280x720, the "Aspect Ratio" will just bring up nothing on the resolution, and I can't use it.
What do you mean half the frames? Also, TTW can have massive performance impact. With that CPu be content with the smaller mods, no large and fancy stuff beyond the scale of Project Nevada.

I get 30 instead of he normal 60. I get much more frames if I lower the resolution, but the aspect ratio won't do anything.

No. I don't think we can classify it as such, it's more like a display chip.

Not much I can do then. One last thing, can you tell me all the compatible resolutions for New Vegas? I searched online, and I couldn't find anything on it.

Hard to believe, my old PC (GT120) ALWAYS played a full 60 fps, unlike my new PC. (HD 7450)

What were you playing? Diablo II? GT 120 is barely adequate for running multiple monitors. It's so old and bad, intel HD 4000, an integrated graphics solution, blows it out of the water.

While the OEM AMD card in the other computer is slightly less trash, it's also not something I'd want to play videogames on.
