Critical build character
What would be the best weapon for this type of character, Q35 or Paciencia?

The Q35 will be able to gain a slightly higher crit chance due to a challenge bonus but can't be modified, but the Paciencia has a signficantly more powerful shot when it crits and can accept GRA mods. It's up to you to decide which you want more.
I would go for Pacienca, for the rate of fire and higher crit damage, as you only have 3 shots anyways. It is also vastly more accurate, however with a first person view and "True Iron sights" on, it does has misaligned sights, so there is that to note.

If you go energy weapons, and use the AER 15 (or 14, forget exactly, but the one you get from vault 22 that shoots green lasers), and wear some crit gear, you can have a crit of 80%+ outside of vats.

I found Cristines COS extremely reliable on on very hard difficulty. More so than the .50 is many ways. A beast of a gun.

This. The two best weapons for an all-around crit-based character. Ratslayer even without WMX or WME mod can carry you almost all game with a crit-build and AP ammo.

I use the hunting rifle with a scope with handload ammo boone's hat+Joshua Graham's aromor 10 luck Finesse + Better Criticals and Light Touch perks every round fired is pretty much a crit regardless of being in sneak mode or not (a sneek hit is allways a crit)
boone's hat (1st Recon beret )+5 crit
Joshua Graham's aromor +3 crit
Finesse+5 crit
Light Touch+5 crit
10 luck +10 extra crit chance

Try the Elite Riot Gear without light touch once. I found it a vastly superior sniper build to the old Graham's SWAT vest one most people use and refer to.

COS Rifle is bad-ass.

Ratslayer, however, is a very sub-optimal weapon for a Crit-Based character because it's benefit of 5X Crit Modifier is wasted to any substantially crit based character, and the lack of overall damage really makes it a weapon for tweener characters, or characters that aren't yet fully realized (and even those could see a greater benefit from other weapons)

Here's how:
Ulysses Armor - 5%
1st Recon Beret - 5%
Finesse - 5%
Luck - 10%
True Police Stories - 10% (Comprehension, Voracious Reader Spam)
Built to Destroy - 3%
= 38% X whatever Crit mod.
+ Flat Modifiers
- Light Touch - 5%
- VATS - 5%
- Laser Commander - 10%
- Set Lasers for Fun - 2/4%
- Ninja - x1.15 (I'm not totally set on where in the equation this gets multiplied in...)

Basically that means any Laser Weapon with a X2 Crit Modifier can reach a 100% crit chance.
Any Energy Weapon with X2 Crit Modifier can reach ~ 90%
Any Gun with X2 Crit Modifier can reach ~ 86%, and any with 2.5X can reach 100%
Any Unarmed/Melee weapon with X2 Crit can reach ~90%

At that point you have a literal metric ton of options for weapons, and it can revolve around utility of the easiest to find ammo versus damage comparisons, weapon cool-ness factors, Role-Playing, whatever

The flat modifiers even serve to make weapons with 0.05 Crit Chance somewhat viable as Critical guns to use. For example the Tri-Beam Laser Rifle suddently becomes a huge monster because each beam can hit. Even something like the Bozar becomes demonstrably more destructive because of Flat Modifiers Crit modifiers added to every single bullet. Like it needed the help!
Suddenly it's going from basically never critting.. a 1/2000 shots (0.05%), to 1/20 (5%) and up! All from one level 2 perk. The flat modifier of Light Touch is VERY powerful depending on the weapon you use.

So basically, if you're going for a crit-build you should generally use Light Armor paired with Light Touch, since the idea is probably for it to be dead before the enemy can even react or reach you properly, DR becomes... meh at such high levels of potential destruction.
