Only real downside is that if you use an enb, it's hard to get it looking consistently good because the lighting is always changing depending on the weather. Performance during rain can also take a dive in some scenarios.
RWL is just exactly what it says: A "realistic" lighting style as opposed to NV's stylistic orange.
Personally It makes the game a little too Blue and "cool" for my taste.
what's ENB stand for?
Enhanced Something Something, pretty much a visual makeover of the game, there's many of them.

URWL just messes with the colours to make them realistic in a GameBryo engine sense of the word. It still uses bright colours, but removes the hue. It also has almost zero impact on performance. Can be used on any machine that runs New Vegas.
Sandstorms look fine normally, and do what they should (drastically decrease vision).
IMO Nevada Skies is superior. The weather effects are all pretty good and not just for show, like the radiated rain. It's also highly customisable, with several different weather patterns to choose from and a cheat mode to turn on a specific weather at any time.
I'd also recommend the darker nights mod to make nights a lot more tense. You'll want a NVG mod (Alexscorpions NVG's) and a flashlight (flashlight NVSE)
