Nevada Skies adds actual weather events (Sandstorms, Rain, etc.) and a whole bunch of new sky textures in addition to changing the general lighting.
Only real downside is that if you use an enb, it's hard to get it looking consistently good because the lighting is always changing depending on the weather. Performance during rain can also take a dive in some scenarios.

RWL is just exactly what it says: A "realistic" lighting style as opposed to NV's stylistic orange.
Personally It makes the game a little too Blue and "cool" for my taste.

Wasteland Lighting I think requires all mods while Nevada Skies does not. Also, Nevada Skies allows you to control the current weather, whether it'd be a thunderstorm, snowing, or sandstorm. Both make the game's nights pitch black, of which I also recommend you get the flashlight mod.

what's ENB stand for?

Enhanced Something Something, pretty much a visual makeover of the game, there's many of them.

Nevada Skies adds pretty colours and weather patterns, plus real darkness. The downside is that is kills frame rate, and in a few cases causes crashes. It also results in a massive bug when you end the Lonesome Road DLC. Recommended if you have at least an i5 or FX 8xxx CPU.

URWL just messes with the colours to make them realistic in a GameBryo engine sense of the word. It still uses bright colours, but removes the hue. It also has almost zero impact on performance. Can be used on any machine that runs New Vegas.

Nevada skies keeps the game the default color, yellow and sickly. Also it rains to much for a wasteland probably in a drought and sandstorms look ugly, unless your using and enb but only few enbs make the sandstorms look good.

Sandstorms look fine normally, and do what they should (drastically decrease vision).

IMO Nevada Skies is superior. The weather effects are all pretty good and not just for show, like the radiated rain. It's also highly customisable, with several different weather patterns to choose from and a cheat mode to turn on a specific weather at any time.

I'd also recommend the darker nights mod to make nights a lot more tense. You'll want a NVG mod (Alexscorpions NVG's) and a flashlight (flashlight NVSE)

I'm rather wondering, Nevada Skies or Fellout? I've already been using Nevada Skies from the beginning, but since lately I've spend more time outside and the constant rain has been kinda getting on my nerves. When it's raining my game occasionally stutters, and it just becomes so dark it's impossible to still see anything.

You just need to alter the nevada sky settings through the pipboy. If you go into the storms section you can set the days between storms, upto 120 days apart, and under the cheat setting you can turn off the rad and sandstorms. Also if you need to setup ENB or anything just go here http://www.nexusmods.com/newvegas/mods/58646/?

The best? Nevada Skies with an ENB that supports it.
