But I suspect there's no non-NCR way through this. The Legion story is pretty barebones and almost everything you do in the game assumes that you're pursuing one of the other faction storylines.
He's not a traitor - at least not until you convince him to turn. He's a hypocrite and a secret coward - and that's the key to breaking him (if you're going NCR).

On PC, if, for any reason, the Courier is unable to initiate the quest through dialogue with Boyd (or simply wishes to bypass the reputation check), the door can be unlocked via console commands, which will force the quest to proceed as normal and can be finished for either faction.

Though this does show that education is alive and well within the Legion. Which throws into doubt alot of assumptions about their societal structure.
