Question about using FNV edit

As you see, Loth' PA perk doesn't recognize Sierra Armor from Lonesome Road
and Colossus T49 armors from Daejones' mod.
So I want to manipluate Loth' esp
Still PA perk esp does not recognize new PA's after making merged patch.
What do I do? F3edit training guide is quite confusing. To learn the guide, Where should I start?

I want to be semi-modder so I would like to know how to handle geck or FNV edit ;)

Nah, it's a simple cut and paste operation. I run it through the Colossus one.

Open the Colossus ESP in FNVEdit, then open the Armor tab. Select the armor you wish to add.
On the right side big window double-click on the FormID of the armor. It should be the fourth line. (Note: not the first column, the actual record.) A new, grey window appears and it should contain something similar to this:
WeapMM1911MMP "Colt M1911" [WEAP:12004BAC]
Select the whole text and copy it, then close the window.
Navigate to the FormID list of the mod you wish to expand manually. In your case LothAPerks.
Right click on the line: FormIDs. (Again, not in the first column but the actual record: on your screenshot it's the second column.) Select Add.
A warning window may pop up. Select Yes, I'm sure.
Now you'll see a bold-lettered new record added called NULL. Right-click on it and select Edit.
A new, small window pops up. Paste the FormID you copied to the clipboard earlier and press OK.
A new warning window may appear saying the mod requires a new Master added to it. Just accept. This will create a bridge between your updated mod and the one you wished to integrate into it.
The newly pasted FormID will jump to its place but will be still highlighted in bold letters.
When you are finished expanding the list, either press CTRL+S or close the editor to make the save dialogue box appear.

I know this is hella old but Sierra Salvaged Power Armor isn't functional power armor. That's why it's not treated as such. In game, you can wear it without the Power Armor Training perk.

You mean the SCORCHED Sierra power armor, right? And that is actually real power armor, and requires power armor training to wear.
