You need to be more specific if you want help with your problem. For specific mods I'd also recommend posting on the mod's download page, or have a read through it and see if you can find a solution.

Have Both show up in NMM And FOMM and get prompted to install. when i hire up the mods tho i dont see any signs of them

Do you have the cheat cabinet enabled? If you do, see if it spawns in the starting town, I think to the right of the shop.

Yeah, you won't; at least not right away. Not unless you use the cheat cabinet. The weapons are distributed throughout the game via itemlists for enemies and vendors and such. You're suppose to encounter them naturally in the game.

Is the esp activated for the mod? In NMM go to the plugins tab and look for the esp to see if it's activated. Whenever I install that mod it is always unchecked for me so I have to check it myself.

If you activate it in an already running game you'll have to wait 3 days minimum before the weapons start to show up at vendors. Potentially longer for (up to 30 days without entering) random loot in cells you've already visited.

The cheat cabinet, if you actually installed and activated it, is right next to the ammo bench between the saloon and the store in Goodsprings.
