*SOLVED* Fallout: New Vegas Game Speed Is Too Fast.
I decided to reinstall this game after a year or two for a bit of nostalgia and some fun.

Upon waking up in Doc Mitchell's house, I noticed something weird. When my character stood up to walk over to the machine, the animation reversed itself for a split second, making him lay down and get back up in almost the blink of an eye. I just shrugged it off as it was probably the animation broke or something. So when I walked over to the Vigor Tester, I was somewhat surprised that my characters run speed was insanely fast. I'm talking not even 3 seconds and he was already at the machine. Again, I wasn't TOO concerned because I figured that I wasn't used to the running speed since I'm playing other games with slower running speeds(Arma 3, Insurgency, GTA V). So I continue on as normal until I fight the Powder Gangers with the people of Goodsprings. I killed a Powder Ganger and I noticed he fell extremely fast. I noticed it, but really forgot about it as I progressed further into the game. So by now I've reached Freeside and gained access to the Strip. Upon entering, something strange caught my eye. The 3 dancers outside of Gomorrah were dancing freakishly fast. I laughed at it, but it kind of disturbed me at how fast they danced. The people around them were walking around at normal speeds.
I can now tell that something here is definitely wrong. When I see the fires, their whipping around really fast.
Before I reached the strip, I installed 2 mods. The mods weren't the cause since the game was doing that beforehand.
I read that it could because my I'm running the game with max settings and that the frame rate is too high and needs to be capped, or that Vsync is forced off. So I tried turning it on, no difference.
I've tried slowing down the players runspeed, but that doesn't solve for my attack speeds.
Shooting is ridiculously fast, as well as melee. I used spiked knuckles and I was punching faster that Rocky Balboa, and it's really annoying because that's not how my game use to run before.
So if anyone might know what's happening here, I'd appreciate the help. Thanks!

Nvidia GeForce GTX 680 (Main)
Nvidia GeForce GTX 760
Intel Core i7 @3.40 GHz

Installing the stutter remover worked.

Your PC shouldn't affect the game, I have to say it's the files... other than that, I do not know.

Sounds like you have uncapped frame rate somehow*, and that CPU is capable of more than 100 fps in this game, that breaks a lot of things.
*Even though it is impossible since VSync is hard-coded for this exact reason and needs memory editing to uncap.

So, how should I go about this? I know there are several methods, including going into the Fallout_default.ini and messing around with certain values, or downloading something to cap it.
Any bit of help is greatly appreciated.

Quick edit: I noticed everything is at normal speed with 60fps or lower. If It climbs a frame higher, it speeds up again.

Get Stutter Remover. It needs NVSE. SR has an INI file and a readme to accompany it. It can Vsync to any frame rate and it works 100% of the time. You can set it to 59 so the +1 random fps still keeps you in 60.

It is the FPS, set your monitor to 60 FPS through windows settings. I had same problem, once i set my monitor to 60Hz everything went back to the way it should.

There is no longer any need to cap FPS - New Vegas Tick Fix also has a 100% working high FPS fix.

This is why necro threads are bad. They perpetuate moribund methodology.

Truth isn't pretense.

The answer to this thread is obsolete, as would be expected in a 7 year old thread. It's a non-issue.

Do you have a different technical solution? Please, by all means share it.

Especially if you're going to re-necro the thread after another half year.
