Yeah, once you're liked or more by the NCR talk to Colonel Hsu in the Camp McCarran terminal building and he'll give you the key. The safehouse is close to Black Mountain, the marker will show up on your map once you get the key.

Well, you could console your Rep up, or console a pile of NCR dogtags and give them to the doctor. or if you don't want to cheat, do a few quests. I can't recall offhand how to quickly increase NCR rep, I generally just do their quests as I go along and I'm near idolized when I hit vegas, you just do Camp McCarran. the fiends mostly. Interrogate the Legion dude, save the mono rail. usually thats enough for the key.

You know what? Just play the game and help the NCR. They will let you into the safehouse eventually.

Talk to ambassador Crocker at the strip, do what he asks and follow those quests untill you get enough rep

Then save, quit the game and then restart the game, load your save and carry on, you will get achievements this way.
