Character creation mod

I've always found the character creation in FO3 and NV to be highly anemic. Is there a New Vegas or FO3 mod that works like Skyrim's Character creation overhaul? I know there's like...presets and hair mods but I'm looking to see if anyone made a mod that lets you get really creative with the character creation.

This just adds to the customization and such.

Now in skyrim each charector has their own buffs and debuffs. In the alternate start mod you can choice your job or class so to speak and this adds a cool way to play the game.

As for the answer for the original question: no, there isn't anything like the Skyrim one, you either use a preset or hope to create something that is not too ugly.
