What is not common is dropping below 20, especially into the single digits. That is almost surely a mod issue as the game world itself cannot kill any CPU to this level, simply because CPUs that would die under normal conditions on those parts cannot run Windows versions that the game requires.

I think this is the first time I have been to this location before. I don't remember it.
We will not know until Fallout 4 is released whether it is better or not. Based on past experience with Morrowind, Fallout3 and NV, and Skyrim, I suspect there will be lot's of bugs.
But for your troubles… it is still strange. Does your core #0 max out when the frame drops start? And can you check the same area with zero mods running?
If you experience poor FPS, load "enclavebunker Low Performance.esp" and make sure it is loaded before "enclavebunker.esp"

it's a buggy mod , probably not compatible with some other mod you have
