Apart from the engine hacks you can find in the pinned thread about stability, you don't need any performance-boosting "mods", especially if they are ESM/ESP files: they usually slow you down instead of giving a boost.
Slowdowns are normal for the game, especially when you travel many cells fast and the background scripts keep piling up and killing the single core the game runs on. The effect is the worst on pre-8000 AMD FX CPUs, but even a Core i7 can feel it.
Recently a new pack emerged which is essentially a modified INI file for the game, but many people report up to +20 fps increase in frame rate with it. Give it a try, the worst that can happen is that it doesn't work for you:
