Stealing and Karma

I am villified towards the Powder Gangers. If I loot items from the NCR facility, does this just decrease my karma from them? Or does it decrease karma towards everyone?

It decreases your general karma a bit and it decreases your Powder Ganger rep.
But Powder Gangers are plebs, don't worry about a bad rep with them.
Shouldn't matter with the NCR though.

If you worry about negative karma, go to the plains south of Primm and kill the raiders and the feral ghouls. On an unmodded game they give enough positive karma to balance out stealing every damn thing from Primm and the Mojave outpost. The same goes for the rest of the game. Want positive karma, just go a round in Fiend territory, and almost instant +1000 karma.

There's so much loot to be had that you don't have to steal if you don't want to. Save it for something really good, imo.
