Open the Console and type TAI

You won't be able to earn achievements until you reset the game.

Or if you don't want to turn them into furnitures, then you need to learn to use the faction-relaed commands to quickly add and remove yourself from their factions.

or you could click on the NPC within console and type "stopcombat playerref".

It should, as long as you remain in its line of sight. Which, by the way, is an almost 200° cone, since enemies can actually see behind their backs. (If you ever wondered why someone notices you when sneaking behind them.)

Surely they won't notice you as fast if you're behind their backs instead of front?

Wear faction clothes (works to a degree, maybe not beyond vilified or maybe it does?)
